WDR (Westdeutscher Rundfunk - German Radio & TV) is one of the broadcasting members of the ARD, the first public German broadcaster, which consists of ten members under state law and public control. All of them have the same mission, i.e., to serve the public as a whole with programmes providing information, education and entertainment. With seven “Third” (regional) programmes besides the “First” programme (nationwide), the ARD broadcasting corporations demonstrate their regional competence. The WDR is one of these providers specialized on regional information, entertainment programmes and music, cultural and science programmes, documentaries, feature films and series. Possible involvement in co-production depends on the story.

The broadcaster's responsibility within the TV station ZDF is to discover and systematically coach new talents. It provides a professional partnership for the realization of projects through close dramatic support, but also huge scope for development of originality and idiosyncrasy. Das kleine Fernsehspiel supports not only production but also script development. Fictional and documentary low-budget works of a length exceeding 40 minutes have the chance of being promoted, provided the filmmaker has completed no more than two previous film projects. 40 fixed dates for newcomer and innovative films are scheduled in the ZDF programme. Every year about 22 new productions are developed: TV films and movies, documentaries, essays, experimental forms and mixed genres, with films commissioned for TV as well as co-productions for cinema being equally eligible. New broadcasts and pilots for TV formats are developed in Quantum, the ZDF “laboratory for format development”.
