The EU’s Culture programme (2007-2013) has a budget of €400 million for projects and initiatives to celebrate Europe’s cultural diversity and enhance our shared cultural heritage through the development of cross-border co-operation between cultural operators and institutions.
The Culture programme aims to achieve three main objectives: to promote cross-border mobility of those working in the cultural sector; to encourage the transnational circulation of cultural and artistic output; and to foster intercultural dialogue.
For the achievement of these objectives, the programme supports three strands of activities: cultural actions; European-level cultural bodies; and analysis and dissemination activities.

The first festival in Vila de Conde was held in 1993. The festival focuses its attention on transformation and change while keeping an eye on everything that happens in the field of cinema. This is why not only the programming philosophy is regularly changed so that it can keep up with emerging trends within the arts and the progress in cinematic and video languages, but there has also been a move towards visual arts from which more and more artists emerge with new work to be shown in this festival. The festival is built around the Portuguese and international short film competitions. There are also other sections such as Work in Progress - directors who are connected with previous festivals; and Take One! - a young generation of film students showcases outstanding short films. Joining these sections there is the brand new Remixed, a programme that promotes the interaction between visual, audiovisual and musical creations. The festival also organizes a short film market.
