A programme aiming at enhancing Euro-Mediterranean audiovisual co-operation. Euromed Audiovisual II is geared towards professionals, institutions and national organizations in the audiovisual field from the following countries and territories: Algeria, Egypt, Jordan, Israel, Lebanon, Morocco, Syria, the Palestinian Authority, Tunisia and Turkey, in order to create sustainable networks between the professionals of the two shores of the Mediterranean. For the period 2007-2013, the EU’s development action in the field of culture is financed through two types of instruments: * the implementation of the policy at national and regional level is supported by geographical instruments, such as the European Development Fund (in the ACP countries), the Development Co-operation Instrument (in Latin America, Asia and South Africa), and the European Neighbourhood & Partnership Instrument (in the neighbouring regions); * the thematic programme Investing in people, where 50 million € are allocated to the culture strand under the heading "Access to local culture, protection and promotion of cultural diversity", focuses on the development of policies that allow better access to and preservation of local culture and on offering opportunities for cultural exchange and strengthening contacts between cultural actors as a way of allowing multicultural and multiethnic dialogue aimed at the improvement of mutual understanding and respect, and preservation of local and indigenous culture and values.

Europa Cinemas has become the first cinema network with a mainly European programming. The network provides a financial support to cinemas that commit themselves to the programming of a significant number of non-domestic European films and to the organisation of promotional activities concerning European films for young audiences.

The European Foundation Joris Ivens has an international, in particular European orientation. It aims at: 1. Maintaining and promoting the repute of the life and work of Joris Ivens with the public, especially by managing the Joris Ivens Archives in order to make them accessible to an interested public| 2. Creating a meeting-point for film makers and promoting the art of documentary films made from a humanitarian point of view. The Foundation organises various activities, in particular: initiating, advising, supervising and/or supporting projects referring to the life and work of Joris Ivens| organising meetings, exhibitions, festivals, conferences, etc.| initiating and supporting activities relating to the advancement of the creative documentary film| co-operating with similar organisations.

The Federal Ministry for Education, Arts and Culture (Bundesministerium für Unterricht, Kunst und Kultur) in Austria offers a wide variety of federal funding programmes for all segments of contemporary art including the performing and fine arts, music and literature, film, new media, photography, architecture and design. The Film department: Innovative Film, grants for young filmmakers, documentary, animation and experimental films, Filmothek; matters concerning the Austrian Film Institute; representation of Austria in international film bodies (e.g. MEDIA committee, EURIMAGES); film agreements and participation in film-industry agreements; audiovisual matters in the context of WTO and GATS; film heritage.

Film & Kino is the main organization for the cinema and video industries in Norway. It was established in 1917. In Norway most cinemas are owned by the municipalities. Film & Kino is a member organization for these municipalities, looking after their interests concerning film, the running of cinemas and video activities. Membership is open to all municipalities. At the moment, it has 149 municipalities as registered members. Film & Kino also administers the Norwegian Cinema and Film Foundation, which was established in 1970. Norwegian law instructs this foundation to charge a certain percentage of cinema ticket sales as well as a levy on video sales and rentals. The activities of Film & Kino for the cinema and video industries are then financed by the foundation. Established in July 2006, the Film Agency for Wales is the sole Agency for film in Wales, with a remit to ensure that the economic, cultural and educational aspects of film are effectively represented in Wales, the UK and the world. As a strategic agency, the Film Agency aims to facilitate the emergence of a viable and sustainable Welsh film industry and to promote a vibrant and dynamic film culture. The agency supports the development, production, exhibition and distribution of feature and full-length documentary films.

Film Center Serbia (FCS) is an institution based on the achievements of the highly respected Film Institute (1963-2004). FCS was established in 2004 under the Ministry of Culture, with the aim of strategic development and reconstruction of the Serbian film industry. FCS was established: • to creatively stimulate and administer financial support to Serbian cinema on behalf of the Ministry of Culture of Serbia, through annual competitions for screenplay and project development, film production and postproduction. • to create a legal and administrative framework for the development of film industry and therefore facilitate the necessary transformation of film industry and culture while upholding the standards of the European Union. • to allow for the distribution and copyright enforcement of the cinematic cultural heritage. • to create better conditions for the professional advancement of all structures that make up the Serbian film industry. FCS represents Serbian films and film industry at all major festivals and markets – including Cannes, Berlin, Venice, Toronto, Rotterdam, Karlovy Vary, Locarno, Pusan etc.

FILM FINANCING Film Subsidies (Public Equity) Film Consult has good contacts to the regional Film Subsidies in Austria and assists foreign producers from the early stages of applying to the respective Subsidy Boards till the final audit of the granted subsidy. Investment (Private Equity) Film Consult specialises in the closing of financing gaps and is in a position to assist foreign producers in finding private investors which will pay a certain amount subject to getting certain rights (e.g. all rights for the German speaking territory; first position recoupment out of revenues). SERVICE PROVIDING FILM/TV Film Consult supports foreign producers from Prep till Wrap, and this in all fields of film production: * Doing the Austrian Budget and/or Part thereof * Location Scouting and Management * Managing Austrian Crew including payroll service * Managing film specific equipment and negotiate with Vendors * Dealing with the owners of locations * Dealing with the authorities regarding shooting permissions * Organising and Handling Casting of Actors if needed

Film Foundation RWE & Barrandov Studio was established in 2006 with the aim to support Czech audiovisual production.

Film i Skåne is a regional centre for film and video with the task of promoting all aspects of films. Commissioned and financed by Cultural Affairs, Skåne and the Swedish Film Institute, Film i Skåne has been in operation since 1995. Our regional film work is run in three main fields – Film Education, Screening and Production. Through the co-production of short, documentary and feature films we attract capital that is spent in the region on services, facilities and labour that help develop the audiovisual infrastructure in Skåne.

Film i Värmland is a regional center for film, founded in 1995. Film i Värmland is a co-producer of short films and documentaries and tries to establish a strong infrastructure that would contribute to the development of the film and media industry in the region. The annual budget is 6,000,000 SEK; 600,000 SEK is used as co-production means. In the years 1997-2005 Film i Värmland supported or co-produced some 80 shorts and documentary films.

Film i Väst is a regional resource and production centre for film, founded in 1992. In the last six years Film i Väst has co-produced more than 90 feature films. Film i Väst is financed by local authorities in north-west Västra Götaland, the European Union Regional Development Fund, the Swedish Film Institute, and its own earnings. The goal of the enterprise is to establish western Sweden as the foremost film production region in northern Europe.

The film center is run by the county council of Västerbotten with support of the Swedish Film Institute. The aim of the center is to support the art of film in the region and to provide information and funding for anyone involved in film production and distribution. The center also organizes seminars for schools. Film i Västerbotten is involved in more than 50 short- and documentary productions per year.

FilmCamp is a regional fund and infrastructure body, owned by the County of Troms and 6 municipalities in middle region of Northern Norway. FilmCamp offers production facilities, funding opportunities and professional support to feature films, creative documentaries and quality productions for TV that will be shot on location in the region. FilmCamp has a complete infrastructure: a large studio, workshop-facilities, hotel standard accommodation, restaurant, offices, meeting rooms, bar, sauna, laundry facilities, etc.

Filmförderung Hamburg Schleswig-Holstein supports the production and exploitation of films of all genres and any length, national or international, from the development of the script to the film’s screening in the cinema or its broadcast on television. Applications can be submitted for the following areas - Script Funding, Project Development or Production Support. International co-productions can also be funded. The aims are to bring interesting co-productions to Hamburg and Schleswig-Holstein, to strengthen producers from the region as potential co-production partners for international projects and to continue existing cooperation.

The FFA's mandate includes enforcing measures to promote German cinema and to improve the structure of the German film industry, to support the national economic affairs of the film industry in Germany, to improve the foundations for the distribution and market-driven exploitation of the German cinema at home and its economic and cultural distribution abroad as well to work towards an alignment and coordination of the film support measures by the Federal Government and regional states.
