The Ministry of Culture promotes and supports all activities that contribute to the conservation of audiovisual heritage and improve the economic structure of the film and audiovisual industry. The Spanish Ministry of Culture established the Institute of Film and Audiovisual Arts (ICAA, Instituto de la Cinematografia y las Artes Audiovisuales) in order to provide funding for a range of film-related activities, such as production, distribution, script development, festivals, etc. In 2006, the total budget of ICAA was 64.5 million euros.

Plan Images Archives is a natural follow-up to Plan Images Afrique that aims to develop digital archive programmesthat would protect allsignificant AV works. Fonds Sud Cinema is a selective funding agency that supports the production offull-length feature films from Africa, Asia, Latin America, the Arab world and some Eastern European countries.

The National Center of Cinematography (Qendra Kombëtare e Kinematografisë) operates with an annual budget of approx. 1 million euro. The unions of professional filmmakers in Albania assign their representatives to the QKK Council, a body that selects projects to receive funding. The maximum amount available for each selected project is 300,000 euro. QKK provides funding in both minority and majority co-productions.
