Locarno is a competitive film festival. It aims to promote filmmaking of artistic merit, to provide a showcase for major new films of the year from around the world, and to show new perspectives of filmmaking expression, concentrating particularly on new filmmakers. The program includes International Competition for full-length fiction, InternationalVideo Competition for films on video of over 30 min in length, Piazza Grande for spectacular but innovative films, Filmmakers of the Present for experimental films that erase the differences between fiction and documentary, Leopards of Tomorrow forfilm debuts under 40 minutes, and Retrospective.

The submission fee for the 66th Festival del film Locarno is 100 CHF for films exceeding 40 min. in length.
For short and medium length films (<40 min.) the fee is 30 CHF.
From Rules 2013:
...
Entry conditions
a) All works selected for the Festival must be screened in their
original language with English or French subtitles. Englishlanguage films must be subtitled in French, and Frenchlanguage films must be subtitled in English.
If a film is selected for screening in the Piazza Grande, two
prints must be supplied (in order to enable a double screening
in case of rain), of which at least one must be subtitled in two
languages.
b) Production of selected films must have been completed
within the 12 (twelve) months preceding their Festival
screening.
c) Films selected for the two full-length feature competitions
must not have been previously released outside their country
of origin nor have been shown in any international film festival
prior to their official presentation at the Festival del film
Locarno. Films which have been shown in other international
film events in Europe cannot under any circumstances be
considered for selection by the Festival unless otherwise
stated elsewhere in these Rules and Regulations. All Swiss
productions and co-productions (feature-length fiction or
documentary films) must be world premieres.
d) Works that are solely promotional, educational or scientific
in character are not eligible for selection in the Festival.
e) A Selection Committee (with an advisory brief) made up
of film experts will assist the Artistic Directorship in the
scouting and selection of works for the Festival.
f) The producers and distributors of all films selected undertake
to make mention in their publicity and advertising materials
(posters, press-kits, trailers, website, etc.) of the selection
of the film for the Festival del film Locarno, by featuring the
official logo which will be supplied by the Festival. The logo
must not under any circumstances be modified or altered
without the prior permission of the Festival. Any publication
featuring the logo must be approved by the Festival
(marketing@pardo.ch).
